libpolyxmass - Merge of GNU libpxmutils and GNU libpxmchem into one library

This new library is a merge of the GNU libpxmutils and GNU libpxmchem libraries (therefore, they are now obsolete). This simplification makes the installation of the software by users and the packaging by packagers significantly easier.

It is part of the 'polyxmass' project, a mass spectrometry framework where users are able to define brand new polymer chemistries, and use these definitions in order to make simple mass calculations or perform complex simulations of polymer chemistry with related mass data computations (with the polyxedit module).
