The pathname for bulletins is ddn-news/ddn-mgt-bulletin-nn.txt (where "nn" is the bulletin number). ************************************************************************ DDN Scheduled Service Interruptions This bulletin supersedes DDN Management Bulletin 117, dated 10 February 1993, subject 'MILNET PSN Scheduled Service Interruptions.' This DDN Management Bulletin provides information regarding scheduled service interruption procedures, effective upon receipt. This DDN Management Bulletin also provides guidance on how to submit requests for DDN MILNET PSN Scheduled Service Interruption requests for approval. Recently, DISA/UTDS recieved numerous requests for scheduled downtime at DDN MILNET PSN facilities without proper coordination and no end user validation. Further, DISA/UTDS recieved many of these requests from the Node Site Coordinators through the CONUS Monitoring Center (CMMC). The CMMC is not authorized to approve Scheduled Service Interruption requests without prior approval from UTDC/UNOC. Requests should not be submitted to the CMMC -- except as INFORMATION ONLY. Procedures and guidelines for DDN Scheduled Service Interruptions are provided in DISA Circular 310-70-1, DCS Systems Control, Operational Procedures TCF/PTF/MTC's, August 1992, Chapter 7. This DISA Circular applies to military departments (MilDeps) and other DOD or governmental agencies/activities responsible for the operation, maintenance and management of the DCS (Defense Communications System), which includes DDN MILNET PSN equipment and Interswitch Trunks (ISTs). All future requests for DDN Backbone Scheduled Service Interruptions should be submitted as directed by the DISA circular referenced above. As a minimum, Node Site Coordinators must submit the following information by message: A. PSN Node and Location B. Duration of Scheduled Outage 1. Date(s) 2. Time period C. Statement certifying that users directly connected to to the PSN are NOTIFIED and CONCUR with the scheduled service interruption. If your DDN MILNET PSN site does not have a copy of this DISA circular, please check with your local Technical Control Facility (TCF), Patch and Test Facility (PTF) or Nodal and Access Switch Monitoring and Test Centers (MTCs). They are required to maintain copies of this publication, that you may use for guidance on submitting requests for scheduled service interruption. NOTE: The Node Site Coordinator MUST obtain user concurrence before submitting an emergency request. Please remember emergency requests are permitted on a case-by-case basis. This procedure IS NOT to be used for ROUTINE scheduled service interruptions.
